Can an employer hold salary of notice period?

I had been given notice for termination of job for a period of two months,in the meantime i find a job and subsequently left first one,now that employer has hold my one & half month's salary by saying that i had left job without completing two months notice period.What should i do ? Pl suggest me. PRANAV.
