How do you stop a 7 month old puppy from peeing in the house? My housemate locks the dog outside.?

After seening the dog pee, she locks the dog outside on a 4 inch leash on a concrete slab. She wedges the leash between the siding gl door where the poor dog doesn't even have enough lead from the leash even to sit down. Is this right? I don't think so.
